MAIL STANDARDS
• Customers must be appointed in writing on duty appointment orders by unit commander or agency director (replace yellow highlighted info in the example with your unit’s or agency’s information).
• All official mail, with the exception of local shotgun envelopes, must be typed on a computer printer label or printer paper.
• Please do not use personal address, “CMR 459” or personal mailbox number in an official mail return address.
• Example correct official mail address formats here (ask official mailroom personnel for assistance if you have an address that does not fit one of the three formats in the example: CONUS/Stateside, APO, host nation).
• Outgoing damaged mail cannot be accepted (if to” / “from” addresses are obscured by water damage from rain, for example).
• Staples may not be used with any official mailing materials (parking ticket citations should be taped for mailing, rather than stapled, for example).
• Official mail has the same weight and size limitations as personal mail: No package may exceed 70 pounds; first class mail may not exceed 108 inches, as measured length-plus-girth; fourth class mail may not exceed 130 inches, as measured length-plus-girth.
• IAW DoD Logistics memo dated 18 JUL 2006, Military Postal System (MPS) will not be used to mail government-owned firearms (USAG Bamberg transportation asset for government-owned firearms is BMCT / 39th Transportation Battalion, DSN 469-9418).
• Articles that are prohibited from entering the official mail system include hazardous materials and illegal items such as drugs and pornography. Questions concerning prohibited items should be addressed to official mailroom personnel.
MAIL CONSOLIDATION ASSISTANCE
• Units or agencies should coordinate with official mailroom personnel for large quantities of outgoing mail to discuss addressing and mail consolidation (for example, mail addressed to the same “to” address must be consolidated to save postage).
• No. 10 business-size envelopes should be used as often as possible, rather than large envelopes (legal-size manila envelopes, for example).
• If used boxes are utilized for parcel mail, all used postage, used address information and used bar codes must be completely obliterated (with a marker, for example).
ACCOUNTABLE MAIL
• Certified and Registered (AR 25-51, para. 2-31) mail services are authorized only in certain instances due to the additional fees associated with Certified, Return Receipt, and Registered mail.
• An AE Form 25-51C, “Request for Special Mail Services (example)” form must be used for outgoing official accountable mail addressed to a CONUS (Stateside) location.
• The person who signs block 11 on the AE Form 25-51C must be on the unit’s or agency’s duty appointment orders.
• The Garrison Official Mail Manager (GOMM) is the approving authority for outgoing accountable official mail.
• These accountable mail forms must be filled out in advance to speed processing time (please confirm with official mailroom personnel that your article is authorized to be sent Certified or Registered before filling out the forms):
o Certified Mail:
• Request for Special Mail Services, AE Form 25-51C.
• Certified Mail Receipt, PS Form 3800 (may be obtained from Official Mailroom or APO customer service area).
• Domestic Return Receipt, PS Form 3811 (may be obtained from Official Mailroom or APO customer service area).
• Return Receipts may only be used to accompany Certified or Registered mail, if authorized by AR 25-51.
o Registered Mail:
• Request for Special Mail Services, AE Form 25-51C.
• PS Form 3806, Receipt for Registered Mail (may be obtained from Official Mailroom or APO customer service area).
